hal-05713162 Design Principles for EU Cross-Border Services

Successful cross-border labor services are an important requirement for providing free movement of workers in the European Union. This paper focuses on identifying possible improvements in European cross-border labor using digital technologies based on the current challenges of the German-Dutch cross-border collaboration. To achieve this research goal, initially, factors impacting the success of cross-border services are described based on literature from the field of public sector digitalization and the experiences of The Once-Only Principle Project, which represents a current digitalization effort of the European Union (EU). To assess the current state of cross-border labor, four interviews with German and Dutch cross-border experts are conducted. The results of these interviews are then mapped to the factors found in the literature. Finally, five design principles for successful EU cross-border services are derived, namely a Top-Down Approach, Standardization, Adaptability, Accessibility, and Communication, and their projected effects on cross-border services are described.
